SetDebug.php
Description
Allows Owner to set/get the bot's global debug setting in /tell
Settings
Verbose: Sets the debugger verbosity from 0 to 3
0 only shows NOTICE & WARNING levels
1 also shows ERROR level
2 also shows DEBUG level
3 allows to log backtrace

NB : if Verbosity is 3, as soon debug is set on, the bot will spam more details in window & log binary packets into its log folder as aoc-debug-Y-m-d-His.bin
